Date: 2024-10-04

Junior Chamber International Hong Kong's

Recommendations

for the 2024 Policy Address

PRESS RELEASE

JCI Hong Kong has put forward a series of policy recommendations to the Government in four major areas: Supporting SME Development, Promoting Waste Reduction at Source, Promoting Diversified Development of Hong Kong Youth, and Addressing the Physical and Mental Health of Citizens.  These recommendations aim to promote sustainable economic and social development in Hong Kong.  For full Recommendations, please download HERE.

1.     Supporting SME Development

JCIHK recommends:

o    Distributing discount vouchers to Hong Kong citizens who spend a specified amount to encourage local consumption, and establishing Key Performance Indicators (KPIs) to monitor service quality in the service industry.

o    In response to the EU’s Corporate Sustainability Due Diligence Directive, the government should set up a one-stop platform and provide free initial consultation services to help SMEs promote ESG, seizing sustainable development opportunities.

o    For the silver economy, increasing the employment participation rate of the elderly to release silver labor force and alleviate labor shortages.

2.     Promoting Waste Reduction at Source

JCIHK recommends:

o    Providing technical support and educational training to promote the use of electronic receipts.

o    Referring to the “9218” project goals proposed by the State Post Bureau to formulate guidelines for online shopping packaging, reducing excessive packaging.

o    Promoting a drug recycling program to correctly guide citizens in purchasing, using, and storing medications, thereby reducing drug waste and practicing waste reduction at source.

3.     Promoting Diversified Development for Hong Kong Youth

JCIHK recommends:

o    Establishing ASEAN exchange, internship, and business matching programs to encourage Hong Kong youth to seize historical development opportunities in ASEAN and the “Belt and Road” initiative.

o    Optimizing the Alliance of Hong Kong Youth Innovation and Entrepreneurial Bases in the Greater Bay Area by setting up a one-stop platform connecting policy information platforms of various cities in the Greater Bay Area, making it easier for Hong Kong youth to understand the details and implementation procedures of entrepreneurship subsidy policies in each city.

o    Enhancing youth participation in community affairs by creating more platforms for young people willing to actively engage in district affairs.

o    Establishing a talent pool specifically for slash youth, providing financial planning guidance and legal consultation services.

4.     Addressing Citizens’ Physical and Mental Health

JCIHK recommends:

o    Adding emotional management and education courses in schools and establishing a Buddy Scheme.

o    Strengthening mental health support for the elderly by setting up a case manager model for hidden elderly, helping them match with suitable institutions for one-stop community support services.

o    Issuing children’s medical vouchers to increase support for the vision health of children from low-income families.

o    Promoting the learning of first aid knowledge and the use of Automated External Defibrillators (AEDs) among citizens, and researching the enactment of a “Good Samaritan Law.”

CONCLUSION

This year’s theme for our organization is “Connect to Evolve” encouraging individuals and organizations to prioritize building relationships, collaborating with others, and embracing new ideas for development and growth.

We look forward to working closely with the Government and all sectors of society.  We strongly believe that Hong Kong can leverage the advantages of “One Country, Two Systems” and Hong Kong youth can seize the historical development opportunities of the Greater Bay Area and the Belt and Road Initiative. By focusing on accelerating the development of new quality productive forces, together we can unite our strengths, develop the economy, improve people’s livelihoods, and write a new chapter for Hong Kong’s long-term development.
